As the College of Graduate Research Studies (CGRS) Faculty Fellow here at PSR, I’m committed to fostering a warm, inclusive space—one where students, faculty, and occasional guests can gather, collaborate, play (including a little basketball!), and grow together. I hope PSR becomes a second home for you as it has for me, as you embark on your postgraduate research journey at SMU.

Our strength lies in a community built on mutual support, shared learning, and teamwork—and I’m here to help make that a reality for each one of you. PSR welcomes applications from both local and international postgraduates who will be studying full-time at SMU for the new academic year. Successful applicants will be informed through email of their application results. Rooms will be ready for move-in from 1 August 2024.

There is no lift access to the apartments, but all ground floor apartments are wheel-chair accessible. As part of independent living, residents will have to do their own housekeeping in the apartments and no bedlinens, kitchen utensils or bathroom amenities are provided. Meals can be prepared within the apartments or in the dining hall. There is no curfew for residents, but visitor hours end before 12 midnight.

Notes:

  • The indicated programme fees are in Singapore Dollars and may subject to revision on an annual basis.
  • The MPhil tuition fee is payable in four billings over two years and the PhD tuition fee is payable in eight billings over four years. Students are required to pay tuition fees twice a year in each Academic Year, i.e., Term 1 (in August) and Term 2 (in December of prior year).
  • The annual subsidised fee for Singapore Citizens, Singapore Permanent Residents and International Students will follow a fixed fee model for the new AY2025 cohort. Tuition fees for all citizenship groups will remain unchanged for the remaining course duration during the university studies.
  • The annual subsidised fees for Singapore Citizens and Singapore Permanent Residents shown are without Goods and Services Tax (GST), which is separately subsidised by the Singapore Government.
  • The subsidised fees for International Students and non-subsidised fees shown are inclusive of GST, which is subject to change. The fees chargeable will be based on the prevailing GST rate in the year of billing.
  • With effect from the AY2019 admission cohorts, students who extend their programme candidature beyond the normal duration, i.e., 3 years for MPhil and 5 years for PhD programmes, will be required to pay the tuition fee that is equivalent to the extended candidature duration (by academic terms). The rate will be pegged to their existing citizenship and following the fee treatment in the year where the fee is payable.

Eligibility Guidelines for Ministry of Education (MOE) Subsidy 

  • The substantial tuition subsidy from the Government of Singapore comes in the form of a subsidy that is administered by the Ministry of Education (MOE) and is offered to all admitted students up to the normal candidature duration. Students need not apply for the MOE subsidy if they are eligible.
  • Students with a Higher Degree Qualification 
    Students who have previously enjoyed MOE subsidy in a graduate programme will not be eligible for MOE subsidy in another graduate programme at the same or lower level. Instead, such students will be liable to pay the non-subsidised fees for the graduate programme that they now wish to undertake. For example, students who had previously enjoyed MOE subsidy in a Master’s programme and had attained the Master’s degree will not be eligible for subsidy in another programme at Master’s degree or lower level. 

  • Transferred or Re-admitted Students 
    Students who are transferred across the local Autonomous Universities* or re-admitted in SMU will be eligible to receive MOE subsidy up to the normal candidature duration of the new programme less the number of academic terms of MOE subsidy received for the previous programme.

    *Autonomous Universities refer to SMU, National University of Singapore (NUS), Nanyang Technological University (NTU), Singapore University of Technology and Design (SUTD), Singapore Institute of Technology (SIT) and Singapore University of Social Sciences (SUSS). 
  • Service Obligation
    Self-financing International Students who choose to pay the subsidised fees will need to take up a three-year service obligation. As part of the service obligation, the International Students are required to work in Singapore-based companies** upon graduation. Those who choose NOT to opt for the service obligation will be liable for the non-subsidised fees. The details of this service agreement can be found on the MOE website.

    **Singapore-based companies refer to local companies and international companies that have a base in Singapore which is registered with the Accounting & Corporate Regulatory Authority (ACRA). The duration of the service obligation is fixed at three years, regardless of the duration of study at subsidised rates.

The postgraduate research tuition fees for cohorts admitted in prior academic years from AY2022 to AY2024 will continue to pay the same cohort-based fees conveyed to them at the point of admission, except for AY2022 and AY2023 intakes of International Students where their fees have been adjusted to take into account the GST hike in 2023 and 2024.

If a student takes a Leave of Absence (LOA) or is temporary suspended from his/her scholarship during the candidature, the tuition fee payable upon the resumption of candidature after the LOA or scholarship duration may recomputed accordingly, following the fee treatment in the year where the fee is payable.

SMU awards scholarships, fellowships and other financial assistance schemes to PhD students on a competitive basis. We assess applicants for different award schemes at the time of admission based on qualification and suitability for these schemes.

SMU Doctoral Fellowships

SMU offers two types of doctoral fellowships, based on nominations by the respective SMU Academic Research PhD Programmes.

SMU Presidential Doctoral Fellowships

The SMU Presidential Doctoral Fellowship is provided to exceptionally qualified students who are offered candidatures into SMU's PhD programmes. The Fellowship also recognises existing PhD students who are outstanding in their studies.

The Fellowship is a one-year award. At the end of the award term, the Fellowship recipient may be offered another Fellowship award or a Full Scholarship. The award provides a higher monthly stipend than a Full Scholarship, as shown in the table below.


SMU Interdisciplinary Doctoral Fellowships
(Formerly known as Multidisciplinary Doctoral Fellowships) 

This award is intended for existing PhD students who have shown exemplary pursuit of research that crosses traditional disciplinary boundaries. Interdisciplinary research may include research output from two or more disciplines across Schools, or across two or more research areas or disciplines within the same School. Recipients of this award should show that they are able to integrate knowledge and methods from the two or more research areas or disciplines to advance fundamental understanding or to find solutions which are beyond the scope of a single disciplinary knowledge.

The Fellowship is also a one-year award. At the end of the award term, the Fellowship recipient may be offered another Fellowship award or a Full Scholarship. The award provides a higher monthly stipend than a Full Scholarship, as shown in the table below.

Both awards provide each recipient with a S$4,000 research trip (to be utilised within 2 years from the start of the award duration), over and above the higher monthly stipend.

SMU Presidential Doctoral Fellowships in Computing

The SMU Presidential Doctoral Fellowship (PDF) in Computing is provided to exceptionally qualified students who are offered candidatures into SMU's Computer & Information Systems (CIS) programmes. The Fellowship also recognises existing PhD students who are outstanding in their studies.

The Fellowship is a one-year award that is renewed annually, for up to four years. The award provides a higher monthly stipend than a Full Scholarship, as shown in the table below.

SMU School of Computing & Information Systems (SCIS) PhD Fellowship

The SMU SCIS PhD Fellowship is awarded to exceptionally qualified local talents (including Singaporeans and Singapore Permanent Residents) who are interested to pursue research in Computer Science and have a strong passion for teaching.

Recipients will undertake a PhD in Computer Science at SCIS and gain a robust exposure to teaching throughout their course of research study. Recipients will be able to enjoy a fully-funded scholarship (which includes registration and subsidised tuition fees, higher stipends, and a monthly salary amongst other benefits).

SMU Research Scholarship (MPhil)

The SMU Research Scholarship (MPhil) cover registration and subsidised tuition fees (see SMU Master by Research Programme Fees for details). As a scholarship recipient, you will also receive a monthly living stipend (as shown in the tables below according to your Nationality Group). Scholars under this scheme are not allowed to engage in any other gainful employment. 

Beyond the scholarship duration, you may receive continued support through research assistantships, teaching assistantships or industry grants at SMU.

Terms and Conditions under SMU Research Scholarship (MPhil)

Scholarship recipients will have to observe the terms and conditions (for Singapore Citizens/Singapore Permanent Residents and for International Students) of the scholarship offer. Recipients will have to sign a letter of undertaking.


Financial Assistance Schemes 

After you cease to receive the scholarship stipends at the end of Year 2 of your MbR programme, you may work as a Research Assistant (RA) or Teaching Assistant (TA) on a part-time or full-time basis. If you work full-time, you will have to complete your studies on a part-time basis (as approved by the respective School).

If you are an international student, you may work up to 16 hours per week on a part-time basis. If you are working on a full-time basis, you will either be on an Employment Pass or a S-Pass to be approved by the Ministry of Manpower. However, to be granted approval to work on a full-time basis, you should have completed all requirements of the MbR programme except your thesis. The hiring procedures and rates of payment are based on prevailing guidelines.

SMU Research Scholarships (Tier 1/ Tier 2)

The SMU Research Scholarships (Tier 1/ Tier 2) cover registration and subsidised tuition fees (see SMU PhD Programme Fees for details). As a scholarship recipient, you will receive a monthly living stipend (as shown in the table below according to your Nationality Group). These scholarships are renewed yearly, conditioned on good academic performance, for the first 4 years of your PhD candidature.

Beyond the scholarship duration, you may receive continued support through research assistantships and teaching assistantships (see Financial Assistance Schemes in Year 5) or industry grants at SMU.

Scholars under this scheme are not allowed to engage in any other gainful employment.
